The Coastal Bend Bays & Estuaries Program (CBBEP) is a community-based program that has identified some of the problems facing Texas coastal bend bays and estuaries. Through our partnerships with local citizens and organizations, a comprehensive, long-term program , called the Coastal Bend Bays Plan,has been developed to protect, restore and manage productive bay systems.

Ray

Allen is the Executive Director of the Coastal Bend Bays & Estuaries Program (CBBEP), a local non-profit 501(C)(3) organization dedicated to protecting and restoring bays and estuaries of the Texas Coastal Bend. The vision of the CBBEP is to maintain healthy bays and estuaries so that residents and visitors may enjoy their aesthetic, recreational, and commercial values. Allen was twice appointed by the Governor of Texas as the coastal citizen representative to the Coastal Coordination Council. He served on the Policy Committee of the Corpus Christi Bay National Estuary Program and was the founding Chairman of the Coastal Bend Bays Foundation.
Prior to his position with the Estuary Program, Allen was employed by Central Power and Light Company in Corpus Christi as an environmental consultant dealing with issues ranging from endangered species concerns, water and air discharge permits, transmission line routing and the company’s environmental stewardship program.
Allen holds both a Bachelors and Masters degree in Marine Biology from what is now Texas A&M University - Corpus Christi.

Leo Treviño, Deputy Director

Trevino’s responsibilities include oversight of all project related matters along with supervisory duties associated with leading a team of project managers for the CBBEP. Trevino has over 20 years experience in environmental related matters and has worked in large industry, manufacturing and consulting throughout his career. He earned his BS in Biology from Texas A&M University - Corpus Christi and MS in Environmental Engineering from Texas A&M University – Kingsville.

Alice Sanchez, Business Manager

Sanchez’s responsibilities include oversight of all program finances, budget and planning, as well as administration of state and federal contracts for the CBBEP. Sanchez has over 10 years experience in financial and contract related matters and has worked as Contract Manager for the past six years for the program.

James W. Bowman, Project Manager

Bowman’s responsibilities include the daily management of CBBEP projects focused on water and sediment quality, including bacteriological, artificial reefs, habitat and other environmental issues. Bowman has 32 years experience with the State’s environmental agency dealing in water and air quality, management, and enforcement. He earned his Bachelors degree in Biology from the University of Corpus Christi, now Texas A&M University – Corpus Christi.

Dustin Cravey, Project

Cravey focuses on overseeing and managing habitat and living resources projects. He has nearly 10 years of experience in the fields of hazard control and environmental protection. Cravey graduated Summa Cum Laude from Texas A&M University-Corpus Christi with a B.S. in Environmental Science & Geology, and is currently in the Ph.D. program in Environmental Engineering at Texas A&M University-Kingsville. His academic studies and research have focused on water resources and environmental sustainability in coastal areas.

Jace Tunnell, Project Manager

Tunnell joins the Coastal Bend Bays & Estuaries Program (CBBEP) as Project Manager where he will focus on projects that will protect and restore sensitive habitat and living resources along the Texas Coastal Bend. Tunnell is charged with leading an effort that will result in the development and implementation of an adaptive management strategy for the Nueces River Delta. He earned a Bachelors degree in Vertebrate Biology and a Masters degree in Marine Biology from Texas A&M University-Corpus Christi.

Flora Caylor, Environmental Educator

Caylor is the new Environmental Educator for the Coastal Bend Bays & Estuaries Program (CBBEP). She is focusing on equipping regional teachers with the skills, curriculum and supporting materials to strengthen science teaching and relate it to the environment of the Texas Coastal Bend through the Coastal Bend Environmental Science: Learning on the Edge (LOTE) project. Caylor received her B.S. in Geography-Resource and Environmental Studies from Texas State University (formerly Southwest Texas State University) where she concentrated on water resources, geomorphology, and was an active member of the National Association of Environmental Professionals. Caylor also received an M.S. in Secondary Education from Texas A&M University-Corpus Christi and is a certified teacher. She taught World Geography and, even though she has left the classroom, still continues to spread geographic awareness and environmental education.

Gene Blacklock, Project

Blacklock oversees the CBBEP Colonial Waterbird Conservation Plan which includes census, survey and management of colonial waterbirds and their habitat in the Texas Coastal Bend. The Conservation Plan serves as the framework for the CBBEP and other organizations’ efforts to protect and restore colonial waterbird populations in the Texas Coastal Bend. He earned a BS degree from the University of Corpus Christi, now Texas A&M University – Corpus Christi, specializing in Education. He is a naturalist and is very familiar with the natural history of the New World, most especially the avifauna.

David Newstead, Environmental

Newstead works on special projects involving census, survey and management of colonial waterbirds and their habitat in the Texas Coastal Bend. Newstead earned a Bachelors degree form the University of Houston and a Masters degree from Texas A&M University – Corpus Christi. His experience has been in conducting and assisting with studies on ecological, biological, and fisheries related projects.
